The $102 per seat includes everything you need - software licenses and support/maintenance for 12 months. Perhaps the additional dollars in the quote are for tax? Ask them.

You can purchase through a reseller and save a few dollars a seat.

Also, this is the price for the messaging license. The collaboration license is more expensive ($141/seat).
